The prior draft submission that we circulated is actually for the Council of Environmental Quality.
This draft is somewhat similar to the white paper that we submitted last week to the FCC, but shorter, and is very similar to the prior submission we just sent you. This draft frames the issues in terms of disaster preparedness for the EMS disabled.
