is an update from Sheila Resseger in Rhode Island regarding the Public Utility Commission hearing that took place yesterday evening:
- I am pleased to report that last night's RI PUC Public Hearing re: RI Energy's misguided plans to saturate all of RI next year with
"Smart" Meters was a success. Only two of us testified in person, but a number of people testified by zoom or by phone. Almost all of the testimony was against the plan, with researched and/or personal accounts backing up their testimony. Here is the livestream of the Hearing. The two reps from RI Energy spoke first. They spouted the usual lame comments about the "benefits" to consumers who would now be able to check their electric usage every 15 minutes and thus be able to conserve energy and
save money on their bills (!). They of course also claimed that the RFR emitted by their devices is so low as not to possibly cause negative health effects. Well, the oral testimony set that straight. The public testimony starts at about minute 30. https://video.ibm.com/channel/WqQyXw296dg
- Moira Hahn was not able to speak on the call, as she was being interviewed by NPR. She will be coming back to fill us in and hopefully address best practices!

- Ruth Moss in White Plains, NY announced that the city was
scheduled to pass 250 foot setbacks from homes, which will essentially keep small cells out of all neighborhoods, on Monday April 3rd. This after years or hard work and despite the fact that White Plains is a telecom hub on east coast, and that they have a mayor and attorney who are pro industry.
- It was officially on the agenda for Monday and has an aggregate clause that the measurements must be
cumulative exposure of telecoms equipment and strengthens the insurance provision.
- After it was put on the agenda for Monday, hundreds of White Plains residents got letters saying
Verizon plans on coming in with 12 new poles in residential areas RIGHT before this ordinance is being adopted
- Ruth says they got five out of seven council members to vote for this by forging personal
relationships with them
- After this is over, Ruth plans on tending to a new site, thebeesthetreesandme.com, and is going to
start posting and sending out emails etc.
- Neil M. update on UK cases:
- Mansfield case has gone to appeal - stating categorically their concern about the ruling - and this judge has the opportunity to accept the grounds for appeal
- Neil's case "failed" but he's not accepting
failure, so he's trying to get to the absolute final say, which is very complex because of Brexit. In certain situations there is a three year window in which to demonstrate that there has been some form of administrative legal or criminal problem prior to Brexit. Neil needs the barrister to comment.
- Europeans for Safe Connetions and Europeans Childresn's Health Defense are both looking at legal code around Neil's case. He isn't giving up or accepting
half truth or ambiguity.
- Here’s Neil's explanation about how ‘wicked’ dichotomies arise through the pursuit of legal challenges:
- Mr Justice Jarman's judgement based on the 2007 Harris case that required 'exceptional' adverse health effects to be proven. How that might be done, particularly if Local Planning Authorities blanket refuse to consider health related objections is mind-numbingly banal. My
Barrister probably missed the Schedule 8 paragraph 39(5) of the EU Withdrawal Act 2018 exception (it is easily missed), and activating it would probably require a different form of legal proceedings focused tightly on the EU Withdrawal Act 2018.
- So, we have twin dichotomies:
- a flawed European Electronic Communications Code enactment, if it occurred, is out of reach -v- the Schedule 8
paragraph 39(5) EUWA 2018 exception which can be triggered upto 31st December 2023 and,
- Local Planning Authorities must reconcile established adverse health effects under European Council Recommendations 1999/519/EC -v- at the best, adverse health effects not covered by ICNIRP guidelines have to be exceptional (Jarman - the second judge), but Local Planning Authorities can otherwise ignore health related objections (Lang - the first judge).
- This is 'counter-orthodoxy' -v- 'orthodoxy' playing out in the planning court, against the safety-net for Brexit failure designed into the EU Withdrawal Act 2018 being made apparent.
- There's practically no ambiguity here!
- Nicholas from the UK also spoke.
- Nicholas is local counselor - small scale politician - who works on the inside of the government in
relation to 5G.
- Nicholas started Counselors Against 5G and has more counselors joining that group and resisting what
is going on with the masts in the UK.
- There was apparently an interesting judicial review case on overriding local statute and the judge
threw it out on a technicality
- Also working on WEF agenda and 5G forum to raise public awareness!

- May 1st comments are due for NTIA digital equity and inclusion - we will need sign ons if
Odette can do a short submission. It's imperative keep the dialogue going with the federal govt in this way.

- We had a discussion on what bio markers can be used to determine EMF sensitivity (may not
be a complete list):
- Blood pressure (wtih cuff)
- Blood sugar levels
- Heart rate
- dehydration can be measured via osmolality,
anti-histamine determination, and anti-diuretic hormone tests
- Physicians can order a 14 day Zio patch that does not transmit, and the Nuubo is still available (30
day, good quality readings.)
