Thank you to everyone who provided feedback on the initial version of the letter for RFK.  I've incorporated the feedback that I could, and we have a more robust document.  Also based on your feedback, we've included an attachment to address the alternative to wireless -- wired.  

Still doing some finishing touches.  This will be delivered to HHS later today.
