April of this year, the Federal Communications Commission (FCC) quietly changed the way they test the radiation safety of portable devices to be more in line with the way that people use them, i.e., against the body and lowering acceptable exposure levels. According to the French-based advocacy group Phonegate, the FCC, took the historic step of reducing the mandated distance/radiation ratio for all portable devices from ≤ 5 mm to contact (0 mm) and of reducing the specific absorption rate (SAR) allowed for body parts to 1.6 W/kg. of human tissue down from 4.0 W/kg in 2015. The new regulations for laptops
and phones were quietly introduced in technical bulletins for device manufacturers. Manufacturers have been warned for at least a year about the coming changes and independent testers have been promoting their services to get new devices compliant. Phonegate called it a breakthrough but stressed the need for watchfulness.

Texas is the 18th State to Ban Cell Phones in Schools In June, Texas became the 18th state to ban cell phones in schools. In total, 31 states have bans, recommendations or incentives. The trend kicked off by Florida is expected to be continued by Virginia. Some regulations come from school boards. Some come from health departments, and others
from the state with either orders or incentives, like Colorado. Under Texas' HB 1481, schools must either prohibit students from bringing devices on campus or find a way to store them. Schools will have consequences for flouting phone rules.

called the action indefensible and accused the administration of "selling our health in order to benefit corporate interests and get reelected."Sidney Cox, director of the
EMF Safety Network, called it a cruel joke to expect it to clear up the digital divide. Another group to object were astronomers. On Truth Social President Trump said he would be creating the best broadband "while keeping everyone safe." Meanwhile, Phoenix Center, a policy think tank released a paper concluding that Wi-Fi 5G has added zero to the
economy, employment, wages, business establishments, personal income, and GDP.”

National Call Submits FCC Comments on Satellites
The National Call submitted comments on the FCC's request for comments to increase spectrum for
satellites on the 12.7-13.25 GHz band and the 42.0-42.5 GHz band. NC4ST underscores the need for a cost-benefit analysis on the true costs to Americans which outweigh the purported benefits, e.g., exponentially increasing satellite debris, potential collisions with other satellites and space debris, and short, 5-year, life-span of satellites which then must fall back to earth.

Peter Angelos of Baltimore, Job Well Done and Rest in Peace Early this year, the FBI disclosed unwarranted investigations on racketeering by the FBI against Peter Angelos, deceased owner of the Baltimore Orioles. Angelos was a tough litigator who took up class action suits
on behalf of steel workers sickened by asbestos and also against Big Tobacco. In 2001, Angelos filed an early case on EMR of a neurologist against 25 cell phone makers after a brain cancer diagnosis, and filed class action suits against "Motorola, Inc., Verizon Wireless and 23 other vendors in courts in
Maryland, Pennsylvania, New Jersey and New York, charging that the companies knew of potential health risks to cell phone users but failed to release warnings." Angelos died in 2024 after a long illness and his family finally sold his beloved Oreoles. RIP Angelos.

Union Complains BEAD Restructuring Kills Jobs
In July, the Communications Workers of America continued to oppose the June 6 policy shift. CWA argued that including
low-orbit satellites (LEO) and fixed wireless networks, instead of fiber-optic infrastructure, threatens jobs and broadband quality. BEAD locations have decreased by 14% after the restructuring according to the Advanced Communications Law & Policy Institute. With a low-bid emphasis the new policy will add more LEOs and Ultra-Low Frequency Fixed Wireless (ULFWs).

AK The Haines city school board is opposing a
125 ft. AT&T cell tower that is slated to stand less than 50 feet from the school grounds. CA Verizon took Nevada County to court this month after they denied a tower permit. Dismissing health and aesthetics concerns, Verizon said Nevada had no legal standing to block the 129 ft. tower. Nevada has been recently been updating their tower rules. CA Santa Cruz County Supervisors voted Tuesday to approve a 151-foot cellphone tower proposed by AT&T in Bonny Doon. After the community objected, the tower was passed without the camouflage, due to concerns about plastic. AT&T’s proponents argued that
it would be unlawful for the county to reject it. CO Residents of Longmont are raising urgent issues about the City's rollout of Advanced Metering Infrastructure (AMI) smart meters, which some say are putting their homes — and their insurance policies — at serious
risk. Some report being told by insurance companies that the presence of these AMI meters constitutes an uninsurable fire hazard unless costly policy riders are added, or that related claims may be denied outright due to fire risk or lack of electrical grounding. NH A $50 million lawsuit filed by residents against Conway's Zoning Board of Adjustment for its approval of a cell tower was dismissed by a judge recently for trying to re-litigate the permit process of a 160 ft. tower. The suit pointed to an incomplete permit application and ignoring radiation harm, but the judge ruled the case had already been decided. MA Lawyers supported by Children’s Health Defense (CHD) are representing four families in a suit in Massachusetts Superior Court seeking to reinstate the Pittsfield Board of Health’s cease and desist order against Verizon. The case is the next step in the resident’s 24-month ordeal that began when Verizon turned on a cell tower in their neighborhood known as “Shacktown.” As soon as the tower was turned on, residents and their children began getting sick. Almost 20 have been diagnosed with EMR-Syndrome, but there may be more. MT An application to install a cell phone tower on a mountainside west of Hamilton, Ravalli County was opposed by neighboring landowners who crowded a public hearing, standing room only. They cited adverse effects on aesthetics
and property values. Final decision is due on July 30th. VT Residents of Fairlee were irate at a
city meeting. “We’re looking at a 90- to 144-foot monopole tower literally right there in the core of the village,” said a citizen. Another tower permit in Nov. also met resistance. Although a city commissioner called a future tower "inevitable," city admin. noted the current permit was late and would likely be denied.

ICNIRP talks about medical devices
At the invitation of the World Health Organization, ICNIRP participated on June 5, 2025, in the post-session of the 5th WHO Global Forum on Medical Devices, titled “Ensuring Health and Safety of Patients Undergoing Exams Using Modern Radiation-Based Medical Devices.” The focus was on both ionizing and
non-ionizing radiation-based medical devices, which are commonly used for diagnosis, disease monitoring, and treatment. Statement on Diagnostic Devices Using Non-Ionizing Radiation: Existing Regulations and Potential Health Risks. Health Phys 112(3):305–321; 2017 ICNIRP seems to have turned around according to Joel Moskowitz's critique of the organization from looking only at heating/ionizing radiation as a danger to looking at real EMF consequences.
