The first, 25-253, propose to investigate ways in which communities are delaying infrastructure plans, and 25-276 seeks comments on a rule in which The Federal Communications Commission announces plans to completely disempower local governments by expanding what it sees as its exclusive right to set EMF emission limits in the U.S. Section 332(c)(7)(B)(iv). Telecoms want forced permit approval clocks, while health advocates, including Children's Health
Defense have recently criticized the FCC, for being controlled by those it's supposed to regulate. The National Call urges advocates to comment by Nov. 17.

Cell phone ban makes schools noisy againNY state teachers are loving the cell-phone ban that went into effect in 31 states this year. According to an October survey from the state teachers union, New York State United Teachers, 89% of school staff members said the new policies improved their schools' environments. Analog amusements like books, board games, Polaroids and cassette players have made a comeback, as well as analog mischief, like passing notes. Some school districts are fighting phone bans by redefining a "day" of school.

International Organization Focused on Protecting Targeted Individuals Seeks Legal Sanctions Against Microwave Attacks
People Against Covert Torture and and Surveillance International, a coalition of organizations representing individuals who have been the victims of electromagnetic weapons has been lobbying for laws against this new form of assault, partly known as Havana Syndrome. PACTS Technical Director, Ken Stroud, gave a presentation to members of The National Call in October on his personal history and career in Telecom, but also a targeted individual. PACTS was able to pass a resolution in the city of Richmond, CA forbidding the use of space weapons. The issue has been receiving attention after an Aug. hearing for a 2026 intelligence authorization bill incidentally disclosed that a top pentagon general was dismissed over his handling of such cases involving Defense Intelligence Agency officials who suffered from what the government calls “anomalous health incidents."

Environmental Health Trust calls New York Times clueless & uninformed. The New York Times recently published a piece titled “Radiation Fears Bring MAHA and MAGA Movements Into Conflict” on the MAHA Report's seeming contradiction of tightening safety for cell phone radiation at the same time that the Trump administration weighs looser regulations for the nuclear industry. EHT set the record straight in an open letter. According to EHT's Dr. Robert Brown the article was full of cherry-picked facts and false dichotomies. Brown also corrected NYT's claim that radiation does not pass the skin as patently incorrect. Odette Wilkins of the
National Call also pointed to scientific evidence being ignored.

LOCAL GOVERNMENTS, COURTS & THE LAW
CA A proposal to install a cell tower in Torrey Hills Community Park was withdrawn, following
community opposition. Earlier this year, a residential group named the Torrey Hills Planning Group pushed back against Dish Wireless’ proposed placement of cell equipment inside the park on Calle Mejillones. The THPG responded by drafting a petition signed by 166 residents and viewed by over 3,000 and by encouraging the many residents who contacted the city council. OH Poland Township Trustees voted on Wednesday not to move forward with prior plans to build a cell tower. The decision comes after community members expressed concerns about where the tower would have been located, and the
possible effects it would have had on property value and health. The tower would have been located near the township's administration building. NM San Cristóbal residents contacted attorney Robert Berg on Sept. 19, after reading a Sept. 18 article in The Defender. The article featured Berg’s work representing communities that opposed cell towers. Thanks to Robert Berg's expert representation of the residents, on Oct. 14, the Taos County Board of Commissioners voted 3-2 to overturn the Planning Commission’s July approval of a special use permit for Skyway Towers, a
Tampa-based company that builds cell towers on speculation. NJ Citizens of Ramapo
Valley Reservation are ready to fight if the county decides to approve a proposed public-private partnership that would bring a 500-foot telecommunications tower to the Ramapo Valley County Reservation, said environmentalists, activists and area residents. Zeal for the tower is fueled by a nearby trade data center office of the New York Stock Exchange, which was moved there after 9/11, says James Tittel, former head of N.J. Sierra Club.
"This project is really about facilitating high-speed stock trades, not helping park visitors make phone calls," Tittel said.

Can toxic exposures be causing memory decline in children aged 5-19 yrs of age, in Sweden and Norway? Lennart
Hardell, M.D., Ph.D., and Mona Nilsson, BSc., are authors of the peer reviewed study, that show a link between the “alarming” rise in memory problems, and an increased exposure to wireless radiation in children and teens in Sweden and Norway. “Thus, we ask for measures aimed at decreasing exposure to RF
radiation [radiofrequency radiation] to protect the brain and general health of children... Radiation exposure must be reduced, and people must be informed about the associated health risks," says Hardell, an oncologist and epidemiologist with
the Environment and Cancer Research Foundation, who has authored hundreds of papers, with nearly 60 that address RF radiation.
When did we first know about Havana Syndrome?
The general public has known about Havana Syndrome since 2019, when several US diplomatic employees came forward with their stories of symptoms. Back then CBS's 60 Minutes concluded that several countries had the capability to launch such attacks.

UK unveils a new study on taffic lights
The United Kingdom has commissioned a Wokingham-based company that tests transportation issues to drive around measuring luminance in real world conditions. This is the first study to measure the correct metric for LED intensity: luminance. The TRL study, which also includes a survey of 1,850 drivers, confirms the Soft Lights Foundation's position that LED headlights are dangerously bright particularly for aging drivers and women. Mark Baker, president of the Soft Lights Foundation, said he hopes this will prompt the US govt. to do its job under 21 U.S.C. § 360ii. "Now that there is an official report linking LEDs with "luminance" the path for the FDA and NHTSA is clear," said Baker.
