General Counsel Joseph M. Sandri Jr. requested that the FDA direct the FCC to change its rules "to at a minimum conform to radiofrequency (RF) exposure limits at least as safe as those found in other countries that have committed greater resources for studying the issue" Otherwise, he again asked, they should provide a rationale
for their actions as demanded by the historic 2021 ruling in Court of Appeals that still compels the FCC to review its standards. In the petition, Sandri questioned the results of the Specific Absorption Rate tests used by the FCC based on test results obtained through Freedom of Information Act requests when cell phones were held at 2 mm distance (compared to 0mm distance as the general public uses cell phones). Sandri quoted several recent developments pressing the issue of complying with the
2021 ruling, including the formation of the Make America Healthy Again Commission, which again released another statement on EMR in a report this week.

Cell Tower Tide Turns in Favor of Telecoms in Courts In August, three separate cases in New Hampshire, Virginia, and Florida
reshaped the landscape favorably for telecoms on the East Coast. The cases highlight the continued disregulation of the 1996 Telecommunications Act (TCA) and the procedural missteps by municipalities. The rulings were based mostly on permitting time windows and lack of evidentiary support as spelled out in TCA.
With courts increasingly willing to enforce the TCA’s lack of standards, future disputes may be decided not in council chambers but in federal courtrooms, quickly dismissing local concerns. Loss of property value was considered more damaging than ugliness, yet health effects are still not considered evidence per the FCC.

FCC Considers Vote to Scrap Off-Site School Hot Spots FCC Chairman Brendan Carr
asked fellow commissioners to vote on cancelling the FCC's subsidy for Wi-Fi connectivity outside schools and libraries drawing the ire of the Schools, Healthcare, and Libraries Broadband Coalition (SHLB). The national push for less EMR in school zones is producing attention & behavior benefits say teachers. Senate Commerce Committee Chairman, Ted Cruz, who called for a now-stalled congressional review of the subsidy in Jan., praised the vote “Kudos to Chairman Carr for moving to undo the Biden hotspot program and protect children, but now it’s time for Congress to step up and codify this change,” he said. No health harm was mentioned in either statements.

The National Call With a Reach of Over a Million Urge RFK Jr. to Battle EMR in Second MAHA Report In an Aug. 6 letter to Secretary of Health and Human Services, the National Call for Safe Technology and partner groups with a reach of 1.3 million supporters called on RFK Jr. to ensure that the Make America Healthy Again Strategy, expected to be published in August, included clear plans to address the impacts of electromagnetic radiation and its contribution to the chronic disease epidemic in the United States. Two drafts of the report leaked, on Aug. 6 & 11, to various publications did contain plans to study electromagnetic radiation, and was decried as bogus by the technogarchy or ignored in favor of Ag issues by the mainstream.

Getting Cellular Signal On The Moon? The National Aeronautics and Space Administration (and others) are attempting to start a cellular network on the moon. The plan will provide rich real-time data. Nokia is claiming the first 4G network already, (though it's not active) and it's a competitive field. Apple Tries Another RFPatch for IPhone 12
Apple is issuing yet another software update for iPhone 12. France ordered Apple to halt sales of the model the beginning of Sept. because it
exceeds the limits for electromagnetic absorption by the body. iPhone 12 EMR issues first showed up last year. The latest EU-wide update follows a decision published by the European Commission that endorsed France's original regulatory response as "justified." The software update will be issued across all 27 EU member states "in
the coming weeks," according to Apple. The US has no similar post-market EMR regulations for cell phones.

Wi-Fi. One of National Call's members told the group that his fiber favoring city was being seduced into allowing Wi-Fi. According to Broadband Community News, early analysis of BEAD usage still favors fiber first and wireless last with LEO and fixed
wireless making gains. Connected Nation tallies funds at 20% for satellite, 9% fixed wireless and 67% fiber.

Maine Can't Give Away LEO Based Wi-Fi Trying to draft a proposal for BEAD money, Maine had planned to offer satellite based Wi-Fi to 9k homes within its borders to satisfy the rules
of the BEAD regulations. Only problem is: No One Wants Wi-Fi. 1% of Maine residents do not have internet however no one is jumping to get LEO Wi-FI. Whether it's the price or a simple love of silence, 85% of the population is going with fiber. That will mean a very
substantial reduction in funds for Maine. In the last month, its been noted that eligible LEO sites are scarcer.

CA Residents of Santa Cruz County are suing the county for allegedly illegally
approving the placement of a 140-foot AT&T cell tower in a rural area. “My wife and I are sensitive to radiofrequency radiation, which triggers migraine headaches and fatigue for us,”said Safe Tech
advocate, Tim Richards according to the Defender. “We specifically moved to this mountaintop to escape towers in town.” CA Some residents are pushing back at plans by AT&T to install a 30-foot “faux eucalyptus” cell tower with 12 antennas on public land in Collier Park. have requested that the city deny a conditional use permit for it in its fenced-off area. Eric Law head of Planning and Zoning said “There is still some substantial debate over what cell tower transmissions do to the blood-brain barrier. Others don’t want a cell tower in a park where children and
people play. Then some just don’t want the eyesore of a metal eucalyptus tree.” CA On July 31, 2025, plaintiffs in Eisenstecken et al. v. Tahoe Regional Planning Agency et al. filed their Fourth Amended Complaint alleging that TRPA has repeatedly violated federal law by failing to produce a written record supported by substantial evidence addressing five major categories of harm caused by the rapid densification of macro and small cell wireless facilities throughout the Tahoe Basin. NY Citizens of Webster, NY protested a 13 ft. tower proposed for a centrally located tower on public land near a
residential area. Home values and health were brought up at a city council meeting. MT The Ravalli County Planning Board
denied a cell tower permit to Network Connex because it didn't meet the requirements of the county’s ordinance that antennas over 60 feet must be at least a mile from each other.” The county got a lot of comments about fire hazards, water concerns and property values.
VA The 4th Circuit Court ruled in favor of Tillman Infrastructure, allowing it to build a telecom tower in Culpeper County, VA, despite the county’s rejection. The county missed the 150-day legal deadline to act on Tillman’s application, meaning the project was automatically approved by law. The Board of Supervisors failed to vote within that time frame, making their later denial void, the Court decided.
TX Residents of Southaven, Dallas County voiced strong opposition to a
proposed zoning change that would allow the construction of a 200-ft. cell tower near a children's park and residential homes during a recent Dallas City Planning Commission meeting. Community members expressed deep concerns about safety, property values, and the overall impact on their neighborhood. Ontario,
Canada - A plan to build a cell tower in Niagara-on-the-Lake’s Nelson Park has been officially withdrawn, following strong opposition from local residents and heritage advocates. “Why choose the only town-owned green space"questioned one resident. "Space adjacent to the densest

EMR researcher Reba Goodman died last June at the age of 96 after almost 40 years of studying and writing about radio frequency effects, mostly at Columbia University's Dept. of Pathology. According to Microwave News, she was known for her collaboration with Andrew Bassett and Ann Henderson in the Biological Repair and Growth Society (BRAGS) a group that investigated healing effects of

French Safe Tech Group Sues Govt. Over Non Compliant Phones
On September 3, 2025, the Alerte Phonegate Association filed a complaint with the Administrative Court of Melun against the French State for failing to inform the European
Commission and the Member States of 58 dangerous mobile phones still in circulation in Europe. Phonegate believes that the administration has deliberately chosen to protect manufacturers rather than the health of consumers. The state has prioritized device connectivity to public health. For example, the iPhone 12 sold by Apple in Europe,
recognized as dangerous in 2021 by the National Frequency Agency (ANFR), still does not benefit five years after their marketing from the corrective update recently requested by the European

South Korea has passed a bill banning the use of mobile phones and smart devices during class hours in
schools - becoming the latest country to restrict phone use among children and teens. The law, which comes into effect from the next school year in March 2026, is the result of a bi-partisan effort to curb smartphone addiction, as more research points to its harmful effects. Lawmakers, parents and teachers argue that smartphone use is affecting students'
academic performance and takes away time they could have spent studying.

blocking the activation of new mobile phones that do not meet the standards of the Global System for Mobile Communications Association (GSMA). Although the ban was justified as 'safety' precauction, health does not seem to be the motivation. The GSMA is an industry group that bases its standards on the International Commission on Non-Ionizing Radiation Protection (ICNIRP) and on the World Health Organization. These rules are followed by 158 countries according to the ICNIRP 2020. 'The international recommended SAR limit for the public is 2 W/kg measured in a mass of 10 g.' - a much higher rate of radiation than the US or the
EU.
