Cities are being scammed: The return of Michael Flores

Michael Flores, telecom insider turned landowner advocate, returned to the National Call to talk about section 6409 of the National Spectrum Act of 2012 and how cities are being misled into giving 5G permits out based on 4G laws. Flores, Director of SCM Advisors, explained anew how cities have been giving out permits without realizing or being told that the level of change from 4G to 5G requires an entirely different permitting level. It's not an upgrade, 5G is an entirely different technology. He illustrates this with one locations 4G and 5G radiation images. A 5G beam is 25 to 35 times more powerful than 4G. Section 6409 of the Spectrum Act of 2012 says you may only add a tower if you can prove a gap in coverage, but most cities do not get a very detailed report. They don't get the report that each telecom is supposed to submit every year to the Federal Communications Commission. They get something that can fit the gap in coverage narrative, says Flores.

MA Citizens of Lee secured a one year moratorium on smart meters by public engagement and by inviting Massachussetts for Safe Technology to speak at hearings. Jonathan Mirin of Hilltown Health shared that Lee City Council asked state legislature to stop opt-out fees.

OR Oregon for Safer Technology advocates are asking their state legislators to write in to the Federal Communications Commission to protest outdated radiofrequency guidelines as the National Call has suggested. Jackson County Commissioner, Colleen Roberts has already written in.

Calling out the FCC

The National Call sent testimony to the Federal Communications Commission Oversight Hearing conducted by the Energy and Commerce Committee on Jan 14. NC4ST asked for a progress report on the 2021 Apellate Court Decision that ordered the FCC to update its EMR standards. We also critiqued HR 2289. At the hearing legislators complained about media regulation and cybersecurity, but said nothing about biological harm of EMR. Instead, FCC leaders present touted their agency's efforts at deregulation and forwarding the president's 6G Memorandum.

Coalition of cities band together to Fight FCC

Twenty cities, including Palo Alto, banded together this past Dec. to fight the Federal Communications Commission and to defend their right to fiber-up. On Jan. 14, the cities filed two briefs against proposed federal regulations governing wireless infrastructure, which could include limiting permit fees and establishing a time limit for governments reviewing the applications. The proposed change comes as Palo Alto is expanding its own municipal fiber network with the goal of making most neighborhoods eligible for a new internet service known as Palo Alto Fiber. Arlington, Tx has a history of fighting the FCC, as they did in 2013, when they first began to smell a fox in the henhouse.

Havana Syndrome Makes Headlines Again

White House spokeswoman Karoline Leavitt, said in Jan. that special forces had seized a device linked to Havana Syndrome. The announcement came with a viral testimony of a bodyguard of Venezuelan strongman, Nicolas Maduro who testified to being attacked by a pulsed electromagnetic frequency weapon. PACTs, an international organization against neural weapons called the letter to homeland security a bombshell. For years whistleblowers testified that Defense Advanced Research Projects Agency, DARPA, a govt. agency had developed electromagnetic energy weapons since the cold war. According to a deceased Harvard scientist, Dr. Robert Duncan, parts of our govt. have been using these weapons that attack our nervous system. The effects included nosebleeds, paralysis, the Frey Effect, (otherwise known as the voice to skull phenomenon) and the imaging tech of Smart Meters.

Radiation Enforcement Paper Makes Waves

Theodora Scarato, Environmental Health Sciences director, received a lot of attention for her piece on the malenforcement of telecom regulations, which was summarized in Inside Towers, a telecom industry publication. Apparently, industry readers of Inside Towers did not like the information that National Call insiders already know. Apparently, soon after, Inside Towers published an article saying that regulation issues would not affect stock prices.

LOCAL GOVERNMENTS, COURTS & THE LAW

AK Haines Borough city postponed its cell tower regulations plan. The hotly debated plan to implement wider set backs and more restrictive rules was opposed by Atlas Towers saying such setbacks could violate federal regulations and lead to legal disputes. The issue remains unresolved, and future deliberations are expected to determine the final outcome.

CA Shopkeepers and small businesses in the town of Carpenteria prevailed upon their city govt to move a cell tower being built in their commercial area. The site has been moved to a historical clock tower. Beyond how it looks or feels, recent studies suggest that long-term proximity to cell towers may affect human health. FL West Chase homeowner David Duroure has been fighting the tower's installation for more than a year, but his concerns have intensified since the structure went up just weeks ago when the Secretary for Health and Human Services RFK announced a study on the health effects of cell phone radiation. The tower sits roughly 400 feet from his home, where his 95-year-old father-in-law with a pacemaker lives on the second floor.

NV On Jan. 21, residents of Minden, Nevada, achieved a partial victory, to stop Verizon from installing two cell towers in their town,

a state district judge affirmed the county’s decision to let Verizon erect an 80-foot cell tower near an elementary school, public park and several homes. However, in April 2025, the residents, with help from Children’s Health Defense’s (CHD) Stop 5G initiative, convinced their local authorities to reject Verizon’s bid to build an 80-foot tower near a high school, daycare and dance studio. "We ended up 50/50," said Scott McCullough.

Interview with Dr. Rob Brown on the possible relationship between Hyperthyroidism and EMFs. "What I’ve done in my talk is to look at the health effects of EMF, in general, and then to consider how we can relate those effects to our COVID-19 response," says Dr. Brown. "What does oxidative stress do in terms of our ability to fight off the virus? How is our immune system in general affected by EMF?" Dr. Brown believes the virus attaches to cells that have an ACE2 receptor and there are a lot of organs that have ACE2 receptors, including the heart. EMF can also affect the heart.

It contributes a new view of the physics and biology of non-ionizing electromagnetic radiation hygiene which explains many epidemiological, toxicological and scientific observations.

Results of a Sep. 24 study showed that different white blood cells were affected by different combinations of gender, age, smoking, many hours of daily mobile phone use and high exposures from MPBS. Concerning effects on lymphocytes were found in a large group of residents under 30 years old with high daily mobile phone use (4 to 6 hours). According to the study’s authors’: “These results indicate human biological systems are under stress from both mobile phone use and local mobile phone tower exposures, leading to potential health effects”

Smart Meters

Residents of Salisaw say the new electric meters in their town are doubling their electric bills. We are not surprised.

“The shorter billing periods reflect when the meter was swapped out till the end of their cycle,” a city spokesman said. "Even if the bill shows a shorter date range," a city employee says. "The charge still reflects the entire month of electricity use." Is this odd?

United Kingdom Town Uses Public Pressure to Stop Mast

Steven Thomas, a resident of Cheltenham, UK celebrated a huge win in the Supreme Court. Despite having lost in the Supreme Court, residents were able to clarify and communicate to the public the fact that the Telecom company was going to be allowed to erect a tower in an exclusion zone against clear best practices as recommended and clarified by the courts. "The [city] council were getting bombarded with emails of people who were angry about the mast," said Thomas. Thomas credits the creation of a flyer showing the plume (the radiation area) and the houses that would be affected by the plume despite the guidelines. According to Nicholas Martin of ACHES, the case took on such importance locally that other city councils began adopting Thomas' guidelines and diagram to plan their own cell tower policies. Activists praised the emotional language of the flyer, but how do you feel about it?

German Safe Tech Group Conducts Studies

A Safe Tech group in Germany is currently conducting a study on EMR Syndrome, to further explain the statistics of the people affected. Germany, like Frances is more advanced in its knowledge of non- ionizing electromagnetic radiation. In 2007, Germany banned Wi-fi from schools.
