- NYC Historic Preservation: tooking at the bigger picture, this would be a good time to identify and nominate structures and districts for historic preservation in NYC at the LPC and to the NYS Historic Preservation Office (SHPO).
- Sec 106 review and updates; Results so far on the proposed 5G Towers in specific
districts:
- 5G Towers on Park Avenue have been "remediated," meaning that the 5G Towers initially proposed for sites on Park Avenue are now eliminated, however, new locations may be proposed on Park Avenue although the expectation is that is it unlikely.
- NYS Historic Preservation Office (SHPO) has requested their relocation in the West Village, a couple on the Upper West Side, one in Forest Hills (Queens), and there may be others,
- Consulting parties
include the historic preservation societies and organizations and community boards across NYC. We need more consulting parites!
- Time is of the essence. Unfortunately, many 5G Towers are being approved because there are not enough organizations or community boards that have requested to be consulting parties. Therefore, deadlines to file comments on many 5G Towers have already passed and others are fast approaching.
- More 5G
Towers will be added to the list, so there is still time to become a consulting party.
- You can also file comments as part of the general public.

- 311 Complaint Campaign - please call 311 to complain
about the 5G Towers, in that way there would be objective data of the number of people calling about the issue that city officials cannot ignore.
- Video Collage - If time permits, on today's call we will record your statements on why these and other issues, such as risk of adverse health outcomes, public safety hazard, cybersecurity threat, etc. of the 5G Towers and the 4G/5G pods on the street poles. We'll outline some possible issues to mention to help with this.
Potential audience: the Mayor, Office of Technology, Dept of Health, Dept of Education, Chair Gutierrez and members of the City Council Technology Committee, our legislators, etc.

8. Update on federal bills that threaten to eliminate local control over wireless permitting/placement, prohibit moratoria and eliminate NEPA and NHPA reviews. - HR 6492 Omnibus bill for Federal Lands incorporates S.2018 which allows cell towers in our national parks and recreational areas. Cell towers are electrical installations and they do catch on fire (CA has had 4 major fires caused by or contributed to by
faulty telecom installations). Sections 141 and 142 would need to expressly exclude wireless installations.

Meet with NY Congressional delegation - identify your US Representatives; set up meetings in the next two weeks. See fact sheets on the relevant bills that are being fast tracked in Congress and the Senate. It's important to educate the City Council, NYS legislators, and the NYC delegation of US Reps and Senators on the issues. We need meetings with Reps. Espaillat, Jeffries, Clarke, Malliotakis, Meeks, Meng, Velazquez, Devolder-Santos, Goldman,
Torres. 10. Upcoming educational outreach - community board meetings: MCB3, MCB7, MCB12, BkCB5, BkCB12, BkCB16, BxCB2, BxCB5, BxCB7, SICB1, SICB3 (see attached list of Equity Districts getting the most 5G towers). 11. Assembly member Alex Bores' report on 5G. There are several errors and omissions.
Discussion on a response to the report.
It's important to either comment as part of the general public or apply as a consulting party ASAP because you may only comment within 30 days after CityBridge submits its information to the NY State Historic Preservation
Office. When you apply, you will be informed if you are still within the alotted time or if you've missed the deadline. The process is moving very quickly. When applying as a consulting party, you must show a "demonstrated interest," e.g., how you're engaged in preserving your neighborhood, that the tower is close to
your building/area. Organizations are more easily accepted than individuals. When preparing your analysis of why the 5G tower is inappropriate in your area, your analysis must be robust and substantive. It is not sufficient to say you don't want it in that location. See the Sec 106 reference guide attached for more ideas.
